Inzozi Lotto Stripped of License to Operate in Rwanda

The Rwanda Development Board (RDB), through the National Lottery and Gaming Commission (NLGC), has announced the suspension of Inzozi Lotto’s (Carousel Ltd) license to operate the National Lottery, citing violations of contractual obligations, regulations, and laws governing games of chance.

In a statement issued on September 2, 2025, RDB declared: “Effective immediately, Inzozi Lotto is no longer authorized to operate the National Lottery in Rwanda.”

The Board further emphasized that winners who have not yet received their prizes remain entitled to full payment, which Inzozi Lotto (Carousel Ltd) is still obligated to provide. RDB and the NLGC will closely monitor the process to ensure all outstanding payments are honored.

RDB also confirmed that the search for a new partner or partners to manage the National Lottery is underway through a transparent bidding process. The institution underscored that the selection will be guided by principles of accountability, compliance, and the protection of public interest.

The statement concluded with a reminder: “RDB reiterates that all entities engaged in gaming and games of chance must fully comply with the governing laws and regulations.”
