Reforms in Electricity Tariffs: Key Decisions of the Cabinet Meeting of September 15, 2025

The Cabinet Meeting held on September 15, 2025, chaired by President Paul Kagame, was informed that electricity tariffs—unchanged since 2020—are currently under review as part of Rwanda’s long-term strategy to ensure sustainable energy self-reliance.

Among the matters discussed was the remarkable progress in electricity access, with national coverage reaching 85% in 2025, compared to just 2% in the year 2000.

Cabinet Resolutions

On Monday, September 15, 2025, the Cabinet convened at Village Urugwiro under the chairmanship of His Excellency Paul Kagame, President of the Republic of Rwanda.

Education:
The Cabinet reviewed the results of the 2024/2025 national examinations and the commencement of the 2025/2026 academic year. Strong performance was recorded at both primary and secondary levels, attributed to capacity-building programs, student dedication, and institutional efforts. The new school year began smoothly on September 8, 2025. Parents were urged to continue working closely with schools to further improve learning outcomes.

Agriculture:
Preparations for the 2026A agricultural season were reported to be on track. Farmers were encouraged to complete land preparation, plant on time, and make proper use of improved seeds and fertilizers to maximize yields.

Energy:
The Cabinet reviewed progress in expanding electricity access, noting that 85% of households were connected by 2025, up from less than 2% in 2000. To achieve universal access and maintain sustainable infrastructure, the Cabinet was informed that electricity tariffs—unchanged since 2020—are under revision to ensure long-term energy security.

Sports:
Preparations for the 2025 UCI Road World Championships, the first-ever edition to be hosted in Africa, were progressing well. The competition will take place in Kigali from September 21–28, 2025. Citizens were encouraged to actively participate and enjoy this historic cycling event.

Environment:
The Cabinet was briefed on national initiatives to expand forest cover and biodiversity conservation efforts, including in urban areas. These programs, implemented with communities and partners, aim to help Rwanda tackle climate change, protect ecosystems, improve livelihoods, and promote sustainable development.

Agreements and Legal Instruments:

Approved a cooperation agreement between the Government of Rwanda and African Parks Network.

Approved the granting of Rwandan nationality to selected applicants.

Adopted the following Ministerial Orders:

A Ministerial Order establishing conduct guidelines and governing disciplinary committees in the Rwanda Defence Force (RDF).

A Ministerial Order authorizing the expropriation of property in the public interest to construct a water dam and distribution network from Gicumbi District to Nyagatare District.

Diplomatic Appointments:

Mr. Victorino-Nká Obiang Maye, Ambassador of the Republic of Equatorial Guinea to Rwanda, based in Brazzaville.

Mr. Husain Saif Aziz Al-Harthi, appointed as Honorary Consul of the Sultanate of Oman in Rwanda.
