Rwanda and Senegal Sign Five New Cooperation Agreements

KIGALI On Saturday, 18 October 2025, the Presidents of Rwanda and Senegal formalised a new chapter in bilateral collaboration, signing five fresh agreements that span agriculture, health, visa facilitation and correctional services.
During the visit of Senegalese President Bassirou Diomaye Faye to Kigali, the host, President Paul Kagame, welcomed his counterpart and led a series of high–level meetings culminating in the signing ceremony. The five agreements address key areas of cooperation:

President Kagame expressed appreciation for the visit and noted that Rwanda and Senegal share common values centred on putting citizens first and pursuing inclusive growth. “Our discussions today reaffirm our commitment to act on these principles,” he said.

He added that Rwanda’s development trajectory has been guided by unity, robust institutions and citizen empowerment. He stressed that the two countries share a vision of a self-reliant Africa, led by accountable governance and development that leaves no one behind.
President Faye, for his part, thanked Rwanda for the warm welcome and highlighted that his visit aims to revitalise and expand cooperation between Dakar and Kigali. He acknowledged the impressive pace of Rwanda’s progress since the 1994 genocide and expressed solidarity with the Rwandan people.

He also proposed the establishment of a joint commission to further strengthen cooperation and ensure sustainable development between the two countries.
The visit also included a stop at the Kigali Genocide Memorial, where President Faye paid tribute to the victims of the 1994 genocide in Rwanda.
This fresh set of agreements builds on long-standing diplomatic ties between Rwanda and Senegal, which have been friendly and cooperative for many years.
